4. Rules: The
Regatta will be governed by the Racing Rules of Sailing (RRS 2001-2004),
the prescriptions of US Sailing, the ISSA Procedural Rules (as modified by
the PCISA), the rules of the CFJ Class; and by the Sailing Instructions.
CFJ Class Rules requiring Class Membership shall not apply
5. Entry: Entry FORMS MUST BE RECEIVED AT THE US SAILING CENTER
ON OR BEFORE APRIL 18, 2003. Send or Fax (562-433-3668) to US SAILING

6. FEES:
a. Entry fee is $35.00/team, made payable to USSC. BBQ order
available on the Entry Form.
Boat Damage Deposit is
$100.00/team: Please issue a separate check for deposit made payable
to USSC.
7. Format and Eligibility:
a. One Team (A & B) from each eligible and qualifying PCISA member
school is eligible to compete. See Supplemental Rules for Pacific Coast
Interscholastic Sailing Association for eligibility requirements.
b. Upon application, the Regatta Chair may allow for the entry of
additional teams from an eligible PCISA school, based upon the size of
such school’s team and other factors brought to the attention of the
Regatta Chair and the PCISA President. In the event that the Regatta Chair
allows for an additional team(s), all of the provisions of this Notice of
Race will apply to that team(s) (for example, entry fee, boat provision
responsibilities, etc)
c. A sailor who skippered in the Gold fleet in more than one 10% regatta
during the 2002-03 Season may not participate as a skipper or crew at the
Silver Fleet Championship.
8. Boats & Sails: Each team is responsible for providing one
complete class legal CFJ. Sails, consisting of Main and Jib & Jib
Sheets will be provided by PCISA. Charter
Boats are available from the host at $100 per boat. Boat
charters must be arranged by each team needing a boat. Boats will need to
pass inspection at or before registration, prior to racing in event. Boats
will also be inspected prior to departure.
9. Medical Release/Consent Form: The Entry Form must be completed
by the team coach or representative. Form must be completed for each
competitor prior to competing.
10. Housing: USSCLB is
not responsible for arranging housing.
11. Sailing Area: The sailing area will be in the outer harbor of
Long Beach near the Belmont Pier. Rotations will be made from the dock on
the Belmont Pier.
12. Judging/Protests: Judges or observers may be on the water. They
will act in accordance with ISSA Procedural Rules, Appendix 4. Protests
will be handled in accordance with ISSA Procedural Rule #16. Jury will
hear all Protests on the water, or in a designated location determined by
the Race Committee. Judges, observers and the Race Committee expect the
contestants to obey all right of way rules and to clear all fouls by
taking the appropriate alternative penalty. Teams discarding refuse on the
beach or in the water may be disqualified from a race or from the entire
regatta at the discretion of the Judges or the Race Committee. Teams not
reporting damage they have, either intentional or by accident, caused to a
boat may be disqualified from a race or the regatta at the discretion of
the Judges or the Race Committee.
13. Coaching: ISSA Procedural Rule #8, “Coaching”, shall apply,
except when rendering assistance under RRS Rule 1.1, “Helping those in
danger”.
14. Trophies: Trophies will be awarded to the top five placing
teams in the event, and low-point awards will be presented to the 1st
place skipper/crew in each division.
15. Official Notices: No contestant shall use, either on or off the
water, alcoholic beverages (beer, wine and distilled spirits), or any
controlled substance (Marijuana, cocaine, etc), the possession of which is
unlawful. Infringement of this regulation and/or other off water
discipline expectations occurring during April 25-27, 2003 may be the
basis for disciplinary action. Discipline problems and this regulation’s
enforcement will be handled promptly by a Discipline Hearing Board who
will consist of three adult members: the Regatta Chairperson, a member of
the PCSF Board of Directors and the Chief Judge. Said Board shall, at a
time and method selected by them, meet to hear said problem, and their
decision to impose scoring penalties, or other sanctions they alone deem
appropriate, including summary removal from the entire regatta, shall be
final without appeal permitted.
No one shall borrow, or exchange equipment among boats without permission
of Boat Inspectors or Beach Control personnel.
